Inches. This photograph is of a regimental political commissar Leonid Ivanovich Malkov. During WWII he was a political worker in the air force, 7th mixed aviations corps. He was awarded orders and medals for his political work (see screenshots).
Interesting fact: During WWII German soldiers were ordered not to take any political commissars as prisoners by the German high command, and execute them on the spot because they were considered enforcers of "Judeo-Bolshevism" ideology in the military forces.
I am a collector from USA, currently living in Russia.
